The Manager Transmission Networks Planning & Optimization contributes to guarantee a wide and excellent network coverage, through the implementation of short, medium and long term planning and optimization of transport’s networks strategy, in order to deliver both high quality of service and customer experience, aligned with Business objectives.
The key job responsibilities on this position involve the following:
Leadership and Team management
- Recruit, integrate and manage teams in accordance with applicable legislation and internal HR processes.
- Adopt an open communication approach with staff and implement change initiatives when necessary.
- Clearly define the role and responsibility and goal of individual performance for each staff.
- Determine performance indicators and provide regular feedback to teams through performance review programs (IPF conversation).
- Manage the performance of the teams in accordance with the HR process and the legislation in force.
- Define and implement a training plan in order to develop the skills of its teams.
- Actively participate in leadership team activities and develop the leadership skills of his teams.
- Develop good working relationships with internal / external customers and suppliers, foster a partnership approach in accordance with the Group's codes of ethics and good governance.
Strategy Implementation
- Assist in the creation of sub-divisional strategy in line with overarching divisional goals.
- Ensure effective implementation of sub-divisional strategy by means of providing direction, structure, business plans and support.
Operational Delivery
- Participate in studies, long-term projection work on transmission networks planning and optimization strategy, aligned with the strategic plans of the Business Lines and the company's objectives;
- Perform network performance business analysis with Business Lines (Marketing, Services & Distribution…);
- Gather and evaluate the needs of the company and its customers in terms of telecom systems (capacity, reliability, security, etc.);
- Develop the roadmap of transmission networks planning and optimization in accordance with the defined strategy, in order to improve and guarantee the quality of the network in terms of service quality (capacity, availability);
- Define the transmission networks architecture project (technical model, modelling, definition, etc.);
- Lead the determination and design of the technical and functional specifications of the transmission networks, telecom equipment (hardware, software, implementation, etc.);
- Define the components of technologies, architecture, equipment, support tools and incorporate them according to specifications;
- Conduct transmission networks traffic capacity planning and frequency usage to ensure the best coverage of the network, in compliance with current standards (ARTCI);
- Ensure site survey and integration of a new site;
- Ensure the monitoring of protocols, test procedures, tests or validations of new locations;
- Lead studies of the conditions of use and operation of transmission networks, and develop solutions for adjustments, migrations or changes in resources and networks;
- Efficiently manage all transmission networks transmission projects (Rollout, swap, migration, etc.);
- Plan and manage CAPEX budget as per technical and management requirements (Group guideline, OPCO Strategies…);
- Closely track audit findings by cleaning any identified security vulnerability and mitigating any risk;
- Manage the vendor performance, as per SLA and contracts;
Escalations
- Manage and resolve escalations that have impact on critical path of service delivery;
- Escalate issues that will result in significant time, scope, employee / client or cost impact if not resolved;
- Manage and provide solutions to issues that require formal resolution.
Opco Operational
- Set up and manage project status meetings;
- Review and identify key risks, issues and dependencies and set mitigation actions;
- Manage budgets;
- Sign-off / make decisions regarding operational changes.
Performance
- Provide input to the performance review of department against agreed KPIs and their compliance to SLAs and reverse SLAs;
- Create and monitor plan for continuous improvement.
Reporting
- Provide input into the review of reports on a monthly basis relating to progress made within the department and in accordance with the measurement metrics set by the organisation;
- Review reports on specific projects as per the defined timelines as and when necessary.
Budgets
- Assist in managing the sub-divisional budgets in line with business objectives;
- Assist in managing project initiative budgets in line with business objectives.
